OTTAWA — The Canadian Press reported June 5 that repairs to some federal infrastructure in Ottawa damaged by this spring’s flooding will be covered by a previous $55-million appropriation for the National Capital Commission partly meant to pay for repairs after previous flooding in 2017.That money will cover only some of the repairs — to infrastructure such as riverfront paths where work after the last flood had not been completed. For other fixes, the commission says it will have to find money from other budgets or seek additional funding from the federal government.The Canadian Press

NEW YORK, N.Y. – The NHL announced a multiyear agreement Monday to provide MGM Resorts International with data for use in betting, the second major U.S. professional sports league to strike a deal with the casino giant since the Supreme Court opened the way for expanded gambling last spring.Las Vegas-based MGM is the league’s first official sports betting partner, just as it is with the NBA and WNBA. That deal was reached in July.As part of the agreement, MGM gains access to proprietary NHL data that could eventually include puck and player tracking information once that goes through a testing phase. Access to that data will allow MGM to provide customized game details along with betting opportunities for U.S. customers where gambling is legally available.The data will not be exclusive to MGM. The NHL is not getting a cut of gambling profits, but other terms were not disclosed.“The new sports betting landscape presents a unique opportunity for fan engagement utilizing technology and data that are exclusive to our league,” NHL Commissioner Gary Bettman said. “Fan engagement, technological advancement and innovation are paramount to our progressive approach and will be at the forefront of everything we do.”MGM and other casino operators are moving aggressively to capitalize on the U.S. sports betting market, which is expanding after the Supreme Court ruled in May that states could take sports bets if they wanted. MGM has made a series of significant moves, including the multiyear deal with the NBA and WNBA.Bettman and MGM Resorts Chairman and CEO Jim Murren said the NHL’s agreement differs from that with the NBA.“I’m led to believe by Jim that our deal is more encompassing and includes basic sponsorship that we have together,” Bettman said.The deal will include promotions during the league’s marquee events, including the Stanley Cup playoffs, the All-Star game and the Winter Classic.“We couldn’t be more excited to enter into this historic partnership with the NHL,” Murren said.Bettman said player tracking will be implemented next season.“That’s been the plan,” he said. “While we’ve tested it in some forms at the World Cup, that was 16 games in two weeks at one arena. Having to scale this for 1,271 regular season games in 31 arenas is a little bit harder.”There are no plans to change the way teams report player injuries, which are often described only in generic terms like upper-body or lower-body.“Our players tend to play hurt,” Bettman said. “I’m not sure we have any interest in changing our reports. We’re comfortable with the way things are because it’s important to the well-being of our players. We don’t want them targeted when they’re playing injured.”Bettman said the league and the NHL Players’ Association will split the “fixed revenue” generated by the partnership with MGM, as the collective bargaining agreement calls for. Bettman cited a report commissioned by the American Gaming Association that estimated expanded sports betting could increase league revenue by more than $200 million.Bettman also said the deal with MGM would not preclude teams from striking deals with individual sports books. Earlier this year, bookmaker William Hill struck deals to do promotional work and post odds at the home arenas of the Las Vegas Golden Knights and the New Jersey Devils.NHL executive vice-president and chief revenue officer Keith Wachtel said being able to provide enhanced data and analytics to MGM will allow “some creative and unique things that don’t really exist in the sport right now.”“The more data and analytics that a gaming operator can have, the better it will be in enabling them to set odds,” Wachtel told The Associated Press. “Whether or not they’re using the data for actual purposes of creating prop bets and things like that certainly is something (that’s possible). But more importantly, they’re going to use it to be able to set odds and proper odds that they’re going to be able to create.”In an email to The Associated Press, NHL Deputy Commissioner Bill Daly said MGM “will access (NHL data) through our third party vendor, SportRadar. That may or may not change in the future.” SportRadar also provides NBA data.Some leagues, including Major League Baseball and the NBA, had called for an “integrity fee” — essentially, states would give leagues a cut of the money wagered on their games to pay for expanded monitoring of suspicious betting and to protect intellectual property. The effort has been largely unsuccessful thus far.“We have no concerns about the integrity of our game, of our players, our officials,” Wachtel said. “We’ve never had an issue. Secondly, the integrity of the sports betting landscape is just as important to the bookmakers, which is why the NHL does not have a discussion and we don’t talk about this notion of integrity fees.”Bettman dismissed concerns that NHL players could be persuaded to gamble on or even throw games.“We monitor all of the games,” said Bettman. “Through third party resources. We watch what goes on, whether or not betting lines shift and the like … It hasn’t been an issue and we don’t anticipate it being an issue.”Scott Butera, MGM Resorts’ president of interactive gaming and a former Arena Football League commissioner, outlined how the puck and playing tracking data will help bettors.“If I know one player is faster than the other, if I know one expends less energy than the other, if I know one has a faster slap shot than the other, it gives me information that I can bet,” he said. “If I’m betting on who will score the most goals, I have that tool. Ultimately when enough data is collected on that, we’ll be able to actually bet on that data itself. So you could have a bet on which player’s going to have the highest average slap shot throughout the game.”Butera said MGM believes expanded sports betting will eventually be available in 25 to 30 states. The 24 U.S.-based NHL teams play in 18 different states, with seven more in Canada, which does not allow single game betting. The league is moving toward adding a 32nd team, in Seattle in what would be its 19th state (Washington).Bettman said the seven Canadian teams “have been working with the lotteries who control gambling on a provincial basis.”“I think that will continue,” he said. “I know there have been a lot of discussions about going to single game betting as opposed to parlay, which is what currently exists. OSU coach Nate Handrahan said despite the team’s inability to pull out a win in those three games, its energy and morale hasn’t changed.“We did a lot of good things inside those games against very good teams,” he said. “We need to make some adjustments but the players have done a good job of getting back to work.”One thing that Handrahan has consistently worked on this season with his team is specialty situations and special teams play. This weekend, all of that practice will be put to the test.So far this season, UND is undefeated when scoring on the power play.“Coach really stressed in practice this week, being active and knowing their personnel,” OSU senior forward Taylor Kuehl said. “They have a couple great shooters that can really hit one-timers. In fact one of them (Sara Schmitt) is leading the team in scoring,” Idalski said during a Wednesday press conference. “Very aggressive fore-check. They are going to work hard all over the ice, a lot of physical battles. It’s going to be a grind.”Schmitt’s sister — Kari — is also a senior defenseman for OSU.Even though the Buckeyes excel in their defensive play, Kuehl said there is still work to be done offensively.“We’ve struggled scoring goals. For offense we are still looking for production and chemistry between lines,” Kuehl said. “We’ve changed lines quite a bit this season and we are trying to find who works well together to create something specific, like aggressive lines or more skilled lines.”One thing UND is set to have to their advantage for the series is their home ice support. Attendance at UND women’s hockey games is ranked third this season, while OSU is ranked 20th, according to U.S. College Hockey Online. UND averages an attendance of more than 1,314 where OSU averages an attendance of around 300.Both Schmitt and Kuehl said that being seniors, they are use to stepping on the ice and having fans root against them. Kuehl said there is something about it that she actually likes.“I think its fun playing in an atmosphere with a bunch of fans against us,” Kuehl said. “It’s a goal of ours to take the energy from them, play our game and take the crowd from them.”The series between the teams is scheduled for Friday and Saturday at in Grand Forks, N.D. The benchmark S&P BSE Sensex is still up 436 points in October despite posting losses for five consecutive sessions in the last week of the month.A 50-bps cut in repo rate announced by the Reserve Bank of India (RBI) on 29 September had lent support to the market in early October, with the Sensex seeing a sharply rally from 26,220 points to break above 27,000 levels.A larger-than-expected RBI rate cut led to a rally in banking, reality and auto shares, while metal, IT shares remained under pressure.The rally was also supported by positive global cues after weak US economic data eased concerns over interest rate by the country’s central bank. A rebound in crude oil prices had also underpinned the markets.However, markets lost some steam in the second week of October after India’s second-largest IT firm Infosys cut its revenue guidance for the current fiscal despite posting better-than-expected profit for the September quarter.Infosys revised down its guidance to 6.4-8.4 percent in dollar terms from a previous estimate of 7-9 percent, while announcing a 9.8 percent increase in profit to Rs 3,400 crore in the July-September period.Despite mixed earnings results by India Inc, the benchmark indices gained strength in the third week of October, with the Sensex touching a monthly high of 27,470 points tracking a rally in global markets, after a cut in key policy rates by the Chinese central bank eased fears over slowdown in the world’s second-largest economy.But the gains proved to be short-lived as the market became nervous going into a two-day meeting of the US Federal Reserve on 27-28 October. The Fed had kept rates unchanged, but said it remained on track to start monetary tightening by the end of 2015.The hawkish tone of the US central bank along with doubts over the victory of the National Democratic Alliance (NDA) in the Bihar polls resulted in markets ending in red in all the sessions in the last week of October.”Worries that the NDA may not do well in the Bihar elections also weighed on sentiments. After enjoying a fantastic upswing for almost a month, the Indian equity market has taken a breather as opinions seem to be changing in the market with the Fed making direct references to a rate hike possibility in December,” said Amar Ambani, Head of Research, IIFL.

(RNS) — A week after an arson attack left the imposing Diyanet Mosque of New Haven uninhabitable, nearly three dozen members of this Muslim community gathered in front of the building for what should have been a familiar Ramadan ritual — a community iftar, or the breaking of the day’s fast.Seated around two long rows of folding tables, men, women and children broke their fast with a traditional Turkish meal of bean stew, rice and yogurt.Their attempt at a return to normal only made many of those who came for iftar more starkly aware of how much has changed.“I feel like I can’t look behind me,” said Hulya Elevli, 49, facing trailers in the parking lot so as not to look at the damage. “I see the minarets and it’s terrible. They’re right there, right behind me. And we’re out here, outside, instead of inside. The following day, New Haven law enforcement officials announced that the fire was the result of arson. The FBI and other federal agencies were called in to conduct their own investigations.The community here felt its world had been upended.An outpouring of support from neighbors and other local faith communities has helped soften the shock. Hundreds came to the mosque on Thursday (May 16) for a vigil, and at a Friday news conference called by New Haven Mayor Toni Harp, U.S. Sen. Richard Blumenthal called the attack an “act of terrorism.”But on Sunday, a week after the blaze, with the cameras and politicians gone, the members of this tightly knit community began to feel the weight of their loss and the enormity of what lies ahead.“Normally we have 200 people every night at our iftars,” explained Elevli, a teacher at the mosque’s school who said that between listening to Quranic recitations, praying and socializing, members often spent up to eight hours a day in the mosque during the month of Ramadan. “Our people did not come today.”Fazilet Ozkarakoc, a mother of three, spends every evening during the month of Ramadan with her kids at the Diyanet Mosque of New Haven, Conn. “It’s bad,” she said of the fire that heavily damaged it on May 12, 2019. “We’re just finally getting it together. We weren’t even able to talk at the beginning. It felt really weird. We’re so used to everyone gathering together every night.”The building, which the local community purchased in 2009 and has spent a decade converting to a mosque, is the only one in the New Haven area that looks like a classic Middle Eastern mosque, with towering minarets and a large prayer room laid with oriental carpets. The building also has a dining room, numerous classrooms for religious instruction and Turkish language lessons, plus living quarters for the mosque’s imam with room for guests.A domed prayer area on the third floor with stained glass filtering natural light from above was still a month from being finished when the fire was set. The community’s plan to pray in the space for the first time on Eid, the celebration that ends Ramadan, is now on hold.The mosque’s architectural formality obscures its familial feel for the mostly immigrant Turks who come to socialize on a daily basis, bringing their kids for weekly classes and even occasional sleepovers. “This house is like one of my children,” said Elevli. “We worked so hard. Step by step, we built every inch of this mosque.”“It feels terrible. Devastating. Like we lost our second home,” said Fazilet Ozkarakoc, a mother of three who had attended a Quran reading earlier that day. “It’s the holy month of Ramadan. You don’t expect this much evil to happen.”The Diyanet Mosque of New Haven’s third floor, a domed prayer area that had not yet been completed, was destroyed in the fire. Congregants had planned to use the area for Eid prayer at the end of Ramadan. RNS photo by Rhonda RoumaniThe attack in New Haven was just one in a rising number of attacks against Muslims — from New Zealand, where 51 people were killed in March in attacks at two mosques in Christchurch, to a mosque in Escondido, Calif., where an arsonist left a letter referring to the Christchurch killings.In just the past week, a New York man was indicted on hate crime charges after authorities said he trashed a mosque in the Queens borough, while in Virginia, a woman was arrested after allegedly threatening to bomb the Petersburg Muslim Center. In Florida, police arrested a man they said posted threats on Facebook that he would “kill Muslims one by one.”According to Abbas Barzegar, the national research and advocacy director at the Council on American-Islamic Relations, “anti-Muslim sentiment has been on the rise since the election season of 2015, with a spike in 2017 after the declaration of the Muslim ban,” referring to President Trump’s executive order restricting entry to the U.S. for residents of five Muslim-majority countries.A report published by CAIR titled “Targeted: 2018 Civil Rights Report” recorded 144 anti-mosque incidents in 2017, of which 57 were labeled hate crimes.One of two tents erected between two temporary prayer trailers sits fallen outside Diyanet Mosque of New Haven, Conn., on May 20, 2019. Three separate online fundraising campaigns have already raised nearly $200,000.But for the moment, Diyanet’s members are praying on blankets in two long trailers in the mosque’s parking lot. On a recent night, one of two tents pitched to shelter the iftar against rainy weather had collapsed. It was also discovered that the roof of one of the trailers leaked.“Today was a little frustrating,” said Haydar Elevli, seated across from his wife with his daughter in his lap. “But tonight, it was good.
