zoom The European Community Shipowners’ Associations (ECSA) and the International Chamber of Shipping (ICS), which represent over 80% of world merchant tonnage, have rejected the concept of the ship recycling license, developed by consultants for the European Commission.According to ECSA, if proposals to establish an EU ship recycling fund are taken forward, they will cause serious problems with the EU’s trading partners, including China, India, Japan, and the United States.Proposals to compel ships, regardless of flag, to pay for European Union ship recycling licences when calling at EU ports, would undermine efforts by the International Maritime Organization (IMO) to improve working and environmental conditions in developing nations, where most ship recycling yards are located, ECSA added.According to a proposal now being considered by the European Commission, the money that visiting ships would have to pay into a proposed EU Fund, including those flying the flag of non-EU nations, would only be returned at the end of the vessel’s working life, many years later, when it will probably have a different owner, and only on condition that the ship is recycled at a yard approved by the European Commission.“The establishment of such a Fund will be an affront to the international community which has adopted the Hong Kong Convention on ship recycling, whose standards have already been incorporated into a similar EU Regulation,” said ECSA Secretary General, Patrick Verhoeven.ECSA and ICS said that the EU should concentrate its efforts on getting EU Member States to ratify the IMO Hong Kong Convention, and to recognise the efforts being made by recycling yards in Asia to gain certification in accordance with IMO standards.
zoom Nasdaq-listed ship owner DryShips said it has inked a deal to acquire one 82,129 DWT Kamsarmax drybulk carrier built in 2014, the company said.The ship will be financed with approximately USD 24 million using cash on hand. DryShips expects to take delivery of the vessel during the second quarter of 2017.Earlier this week, the ship owner disclosed that having recently repaid its loan facility of USD 15.2 million, the company’s cash and cash equivalents total in about USD 384 million.Hence, DryShips CEO, George Economou, said the company was pursuing bank debt financing for the first time since November 2014 so as to further grow its fleet.Separately, the company informed that it has taken delivery a 113,644 DWT newbuilding Aframax tanker.“We are very excited to have started taking delivery of our previously announced acquisitions and also continue to grow our fleet with a new acquisition of one more modern vessel. The DryShips new era has official started and is expected to be accretive to our earnings and cash flow,” Economou added.
South Korean shipbuilder Samsung Heavy Industries is looking to adopt a compulsory unpaid leave plan for its employees on the back of a drop in orders.Yonhap News Agency cited a company spokesperson as saying that Samsung Heavy opted for the move amid a deteriorating financial status and called on its workers to agree to the unpaid leave program, meaning they would be required to take a leave without a salary, in order to help the company on its path to survival.The spokesperson explained that, from November 2017 to June 2018, up to 3,000 office and yard workers alternated taking paid leave. During the period the workers received 70-80 percent of their normal salaries.The decision was made less than two months after SHI’s compatriot Hyundai Heavy Industries offered an unpaid leave plan to its workers at the South Korean offshore shipyard.HHI earlier informed that the facility would be temporarily shut down due to a lack of orders. In regards to people drinking, we want everyone to be safe and take others around them into account.”During unofficial Rag Week celebrations in 2013, a number of people were arrested in the city and video footage showed large noisy crowds – some topless young men – gathered outside fast food restaurants. Several fights broke out in the square.In 2014, gardaí shut down an event at a night club after a crush outside the venue. The African Commission on Human and Peoples’ Rights (the Commission) is deeply concerned by the reports of events that took place on 14 and 16 April 2016 in the Islamic Republic of The Gambia.The Commission has received reports regarding demonstrations which took place on Thursday 14 April 2016 and on Saturday 16 April 2016, in parts of the capital city of Banjul, calling for electoral reform in the country. It is reported that during the demonstrations a number of people were arrested, including Mr. Ousainou Darboe, the leader of the United Democratic Party (UDP). Further reports received by the Commission allege the death in custody of the UDP organizing secretary Mr. Solo Sandeng. It is alleged that Mr. Sandeng died shortly after detention of unknown causes.Without in any way reaching conclusions on the above allegations, the Commission is concerned that if the allegations are true they will amount to violations of Articles 4, 7, 9 and 11 of the African Charter on Human and Peoples’ Rights (the African Charter).Regarding these allegations, the Chairperson of the Commission, Honourable Commissioner Pansy Tlakula, discussed the situation with the Attorney General and Minister of Justice, Honourable Justice Mama Fatima Singhateh.In response, Honourable Justice Singhateh noted that unlawful assemblies were held during the weekend of 14 April 2016. The Attorney General and Minister of Justice further noted that the security forces tried to manage the situation, and a number of people were arrested. The Minister stated that investigations were ongoing, following which the Ministry of Justice would give a response to the Commission when available.In view of the above, the Commission calls on the Government of the Islamic Republic of The Gambia, as the primary guarantor of human rights within its national borders, to:– Investigate the reports of the death in custody, and, if true, to ensure prompt arrest and prosecution of the perpetrators;– Ensure the speedy release of all persons arrested, if the allegations of their arrest and detention are true; and– Uphold its obligations under the various regional and international human rights treaties to which it is a party, in particular the African Charter on Human and Peoples’ Rights.Additionally, the Commission calls on leaders of the opposition parties, their members and stakeholders to refrain from all acts of violence during demonstrations.The Commission will remain actively seized of the matter.
When the Senate takes up consideration of the Water Resources Development Act next week, Sens. James Inhofe (R-Okla.), Mark Pryor (D-Ark.), and Deb Fischer (R-Neb.) plan to offer an amendment that would alleviate the costly regulatory burden on farmers resulting from the Environmental Protection Agency’s (EPA) Spill Prevention, Control, and Countermeasure (SPCC) Rule. Their amendment would raise the on-farm fuel storage threshold requiring spill containment facilities to a more realistic and practical level. Their amendment also would allow more farms to self-certify rather than being forced to hire independent engineers.ASA strongly supports their amendment and urges ASA members to contact their senators to urge them to vote in favor of the amendment when it is offered.The EPA’s current rule requires farmers that have fuel/oil storage facilities with a capacity of over 1,320 gallons to construct a containment facility, like a dike or a basin, which must retain 110 percent of the fuel in the container. These mandated infrastructure improvements, along with the necessary inspection and certification by a specially licensed Professional Engineer, will cost many farmers tens of thousands of dollars.The amendment, also known as the Farmers Undertake Environmental Land Stewardship Act, or FUELS Act, would modify the EPA’s SPCC rule to raise the exemption levels for fuel storage capacity to better reflect the spill risk and financial resources of farms. The amendment would raise the threshold requiring special containment facilities from 1,320 gallons of fuel/oil storage 10,000 gallons. The proposal would also place a greater degree of responsibility on farmers and ranchers to self-certify compliance if their oil storage facilities exceed the exemption level. If the amount exceeds 42,000 gallons, a professional engineer still would certify the SPCC plans for a farm. The amendment provides another layer of protection by requiring the producer to be able to demonstrate that he or she has no history of oil spills, or to fully comply with the SPCC regulations.Currently, farmers are expected to have SPCC plans in place by May 10 for fuel/oil storage totaling more than 1,320 gallons; however, EPA is prevented from taking any enforcement measures until the end of the fiscal year on Sept. 30.ASA urges all members to call their Senators and ask them to support the FUELS Act. Yancey was arrested for Assault 3rd DV, Assault 4th DV, Criminal Mischief 4th DV and Interfere with the Report of a DV. According to Troopers, the victim ultimately notified Troopers via Facebook. Tao Lau Yancey, age 39 of Nikiski, assaulted a household member. He struck her with his fists, threatened her with an axe and destroyed her cell phone with an axe to prevent a call to Troopers.
