(SFIG) as President effective January 21, 2019, SFIG said in a statement on Thursday.In this new role, Bright will lead SFIG’s education, policy, and advocacy initiatives, helping to achieve the group’s goal of building the broadest possible consensus among members across the industry, and reinforcing the understanding that securitization is an essential source of core funding for the real economy. He will report to SFIG’s Board of Directors.The U.S. Department of Housing and Urban Development (HUD) and Ginnie Mae announced earlier that Bright will be stepping down on January 16. In his resignation, Bright requested that his nomination for President of the agency be withdrawn to pursue a new opportunity in the private sector.“The securitization industry plays a fundamental role in our economy and it is vital that policymakers and the industry work constructively together as the market continues to evolve. The States have been instructed to investigate and take stringent action against the concerned officers who do not follow the procedure laid down for investigation under CrPC and the Indian Evidence Act. The Central Government has reminded the Police departments of “Zero FIR”, in case the crime is committed outside the jurisdiction of police station. It is further reminded that in case they fail to take cognizance of such incidents, they shall be liable to criminal prosecution under Section 166A(c) of IPC. It may be noted that the family of the victim in Hathra case has alleged that the local Police refused to register their FIR on time. While the matter is still pending adjudication in two different writ petitions before the Allahabad High Court as well as the Supreme Court, the Central Government recapitulated the following laws: Compulsory registration of FIR in case of cognizable offence under Section 154(1) of CrPC. The law also enables the police to register FIR or a “Zero FIR” in the event of receipt of information on commission of a cognizable offence, which includes cases of sexual assault on women.Section 173 of CrPC provides for completion of police investigation in relation to rape in two months. Section 164-A of CrPC provides that in rape/ sexual assault investigation the victim shall be examined by a registered medical practitioner under consent within twenty-four hours from the time of receiving the information relating to the commission of such offence.Section 32(1) of the Indian Evidence Act, 1872, provides that the statement, written or verbal, by a person who is dead shall be treated as relevant fact in the investigation when the statement is made by a person as to the cause of his death, or as to any of the circumstances of the transaction which resulted in his death.In Purshottam Chopra & Anr. v. State (Govt. of NCT Delhi), the Supreme Court directed that a particular statement, when being offered as dying declaration and satisfies all the requirements of judicial scrutiny, cannot be discarded merely because it has not been recorded by a Magistrate or that the police officer did not obtain attestation by any person present at the time of making of the statement.The Directorate of Forensic Science Services (DFSS) under the MHA has issued Guidelines for collection, preservation & transportation of forensic evidence in sexual assault cases for Investigation Officers and Medical Officers. In order to facilitate the State Police, Bureau of Police Research and Development (BPR&D) has issued Sexual Assault Evidence Collection (SAEC) Kits to every State/UT. It is necessary to use these SAEC kits in every case of sexual assault reported. The Ministry further remarked, “even with stringent provisions in law and several capacity building measures undertaken, any failure of police to adhere to these mandatory requirements may not augur well for the delivery of criminal justice in the country, especially in context of women safety. One gram of soil could have several billion bacteria. It could contain as many as 5,000 kinds of organisms.”Soil microorganisms constitute the largest single undescribed source of genetic richness and diversity on the planet,” said Mark Williams, a soil microbiologist with the University of Georgia College of Agricultural and Environmental Sciences.Micro respectThese microbes are the unsung heroes of a healthy environment, Williams said. He’s trying to find out more about how and why they do what they do when exposed to stresses like when soil becomes dry.Soil microorganisms include nematodes, protozoa and algae. Most soil microorganisms, he said, fall under three categories: fungi, actinomycetes and bacteria.In most cases, microorganisms account for as much as 95 percent of the total weight of organisms in soil, although the other ones, including worms and insects, are the only ones you see.Studying, identifying, numbering and comparing species of microorganisms you can’t see with the naked eye, Williams said, can be tough.He uses nuclear magnetic resonance spectroscopy. It’s better known by its medical name: magnetic resonance imaging, or MRI. He uses some DNA-based methods and isotope analysis, too, to study his tiny subjects.In recent decades, the need for sustainable agricultural practices has grown. This basically means giving as much back to the environment as you take from it to grow a crop or raise livestock. It includes reducing and more precisely using farm chemicals and fertilizers in soil.But to do this, Williams said, you have to understand microorganisms, the primary agents that supply nutrients to crops.Microorganisms do mainly three things:* Clean up the world by decomposing plant litter such as dead roots, leaves and sticks.* Release and make available basic plant nutrients like nitrogen, phosphorus and sulfur.* Make it easier for water to get into the soil and for plant roots to penetrate and grow.They can catch nutrients from the atmosphere, too, and break down some pollution like sewage and chemical spills.Wet or dryWilliams looks at how a soil’s environment can determine what kind of and how many microorganisms are in it. He also wants to know how they can affect and change the soil environment around them.His recent studies focus on how soil microbial communities respond to wet and dry soils. This is vital to agriculture in Georgia, he said, where a growing season can have extended periods of either wet or dry conditions.Knowing how microorganisms act or don’t act at different levels of soil moisture, from drought to extreme rain, can help scientists and farmers get the most out of the chemicals and fertilizers they put on crops.
North Georgia landscapes have been either dusted or covered with snow this December. Now, homeowners are dealing with the damage that trees and shrubs suffered as a result of heavy, wet snowfall causing vulnerable branches to bend and break.Standing outside during the snowfall, you could hear tree branches breaking and entire trees shattering from the weight of the snow. If you look closely at many of the branches that broke during the snowstorm, you’ll see that damage like breakage is often associated with certain defects. One of the most common defects involves very long branches that are attached vertically rather than horizontally (commonly seen on Bradford pear and silver maple trees). As a general rule, branches that grow vertically are weaker than branches that attach at 45-degree angles or wider. To prevent this type of damage in the future, University of Georgia Cooperative Extension recommends avoiding planting trees with the tendency to grow vertical branches near homes or power lines. Of course, there are exceptions to every rule. If problems like wood rot, wood-decaying fungus or parasitic mistletoe compromise a branch, it likely could not handle the extra weight of the snow no matter which angle it is growing. Also, evergreen trees and shrubs accumulate more snow than those that shed their leaves. Pruning is the best way to correct and remove any broken branches or limbs that were bent from the snow and ice. Winter is actually prime time to prune most plants if they need to be pruned. Trees and shrubs can be quite resilient to winter damage and past pruning mistakes.In some cases, the open wound created by a broken branch or stem will be too large to heal. In those situations, it may be better to remove the entire tree. Major breaks or wounds to the trunk of a tree will invite other problems and shorten the life of the tree. Unfortunately, nothing can be done to amend these problems after the damage has occurred. For most broken branches, make a clean cut back to the point of attachment. Whether you do the job yourself or hire a certified arborist, it’s important to make the cut at the proper angle. If you cut too deeply, making a flush cut, then you create a wound that will not close properly. If you cut the branch short, leaving a stub, then the wood will likely rot before the tree can seal off the wound. The key is to leave the “branch collar” intact when making the cut. Most large branches have a visible swelling near the point of attachment, like the collar of a button-down shirt. Never cut below the collar. If you make the cut at the proper angle, the collar should still be visible. This branch collar is where the tree grows new callus tissue to properly seal off a wound.Don’t use pruning paints, as current research has shown that they’re unnecessary and may actually slow the cut’s healing. Make sure to keep tools sharp, and make clean cuts that will heal properly.For smaller shrubs, remove all broken branches back to a major fork or a healthy bud somewhere along the branch. Now step back and assess the overall shape of the plant. If you are left with a lopsided shrub, prune adjacent branches to balance out the overall shape of the plant. More severe pruning should be done in late winter before spring growth occurs. Shrubs pruned in late winter or early spring will more quickly seal off pruning cuts and produce new growth. Plants that produce flower buds on old wood may not bloom for several months or a year after major pruning. By the second year, they should flower at their normal time. Hospitality group Newmark has acquired sought-after space within Cape Town’s world-famous Victoria & Alfred Waterfront to launch a new five-star luxury hotel, The Queen Victoria. Newmark, a management and marketing hospitality company, also operates the recently re-styled Ambassador Hotel in Bantry Bay, which includes the popular Salt Restaurant & Bar and the new Salt Deli & Vodka Bar. Attracting corporate trend-setters At the same time, Newmark has acquired a 30% stake in the art deco-styled La Splendida Hotel located in Mouille Point for R28-million. It also has a management contract to operate the hotel from 1 June onwards. That being said, you need to know your projections, financials and product market as if those spreadsheets were sitting in front of you. In his experience, he’s raised funding with an executive summary, a powerpoint deck of 10-15 slides, clear financials and an elevator pitch. While he suggests you spend less time on constructing an epic document and more on getting your second meeting, he recognizes that you will be required to justify all of your statements. The point is that it’s not about the paper, it’s about your rationale, product and power to persuade.
